UPDATE - CT Bill (SB 1080) DEFEATED!
SB1080 - an Act Establishing Registration and Inspection Requirements for Animal Shelters.
This bill, for many reasons, was terribly detrimental to the animal welfare community (see next entry). Thanks to the actions of you and other animal lovers across the State, this bill is officially dead for this legislative session.
Senators received hundreds of emails, phone calls and letters. Dozens of people descended upon the Capitol to voice their opposition and to meet their Senators in person. And it worked!
Thank you to all who were a part of this success. Your communication with your law-makers made the difference. Please take a few more moments to email or call and thank them.
This bill will likely be brought back next session and hopefully, the outcome will be a piece of legislation that will accomplish what was intended: to stop animal abusers and protect (not punish) the professional animal rescue community

CT Bill SB 1080 (Defeated for now)
SB 1080 would allow warrantless inspections/searches of any private home with five or more rescue animals (e.g., one mother cat and her litter of kittens); does not restrict the hours at which the inspection of a private home can be conducted; would require rescue organizations and foster homes to apply annually to their town clerks for a $25 license, possibly at the risk of rejection; would subject unlicensed rescue organizations and foster homes to fines and imprisonment; and provides no clarity on what would constitute a violation—leaving rescuers vulnerable to arbitrary decision-making.
Animal rescue organizations and foster homes often provide the “last chance” helping hand to companion animals in need. While regulations are necessary, they should not infringe on an individual’s privacy rights.
